Dr. Scena B. Webb is a leadership strategist, executive coach, and organizational development expert with more than 30 years of leadership experience spanning military service, federal government, higher education, and nonprofit leadership.
A retired United States Navy senior leader, Dr. Webb served over 21 years developing high-performing teams, mentoring emerging leaders, and leading in complex, high-stakes environments.
She is the founder of Celebrate Incorporated, a 501(c)(3) nonprofit organization dedicated to leadership development, workforce readiness, and career transition support for veterans and professionals. Through her consulting and coaching work, Dr. Webb partners with organizations to build leadership coaching pipelines, train leaders to coach effectively, and create cultures where leadership capability is developed intentionally rather than assumed.
Dr. Webb is a Certified Professional Coach (PCC) and a Certified Trainer and Speaker with the John Maxwell Team. Her work integrates evidence-based coaching practices, leadership psychology, and real-world operational leadership experience. She is known for helping leaders translate insight into action, strengthen emotional intelligence, and lead with clarity and confidence.
In addition to her coaching and consulting practice, Dr. Webb serves in federal leadership and as an Executive in Residence at Franklin University, where she mentors graduate students and emerging public sector leaders. She is also the author of Leadership Her Way, which offers leadership insight drawn from the lived experiences of women leaders in the military, and a scholarly study addressing diversity and inclusion challenges in naval officer recruitment.
